[ Overview ]

Following earthquake-recovery efforts at Naval Air Weapons Station China Lake, the Navy moved to consolidate and replace the legacy Range Control Center serving its largest single landholding range. Walker Telecomm was selected as the design-build contractor for the full CSI Division 27 (Communications) and Division 28 (Electronic Safety & Security) scope across the new facility — engineered to ICD 705 standards and built to absorb 24/7 mission operations for thousands of test events per year.

[ Scope of Work ]

  • Structured CablingFull backbone and horizontal cabling plant across mission spaces — copper and fiber, riser and plenum, patch panel terminations, and BICSI-grade label and certification standards.

  • Data Center InfrastructureRack-and-stack, power and cooling cabling, fabric uplinks, and TIA-942 aligned topology — provisioned for redundancy and tested for failover before turnover.

  • Classified AV SystemsBriefing, conferencing, and operations AV designed for ICD 705 spaces — TEMPEST-aware routing, segregated black/red networks, and audited cable management.

  • Security & Access ControlAccess control, intrusion detection, and CCTV across mission entry points — integrated to the existing base security posture and documented for the AHJ.

[ Technical Highlights ]

The design and construction discipline aligned with the federal frameworks the Navy requires — including segregated black/red network domains, hardened access control engineered to FICAM, and physical security construction conforming to the most stringent federal facility standards.

Walker provided full design-build delivery: schematic design, design development, construction documentation, submittals, fabrication, installation, system testing, programming, training, and as-built documentation — executed as a firm-fixed-price program across active mission spaces.

Walker delivered one of the largest single past-performance programs in the company portfolio to date — a fully integrated Communications and Electronic Safety & Security build covering new construction with mission-critical reliability requirements throughout, supporting thousands of annual test events for the US Navy and its partnered services.
